Position title: Director of Training and Quality Control
The Training & Quality Control Director is responsible for the management and coordination of the TennCare Advocacy & Outreach program. The Training & Quality Control Director will provide active leadership, management and visibility through outreach and networking. The Training & Quality Control Director will perform administrative and supervisory duties, including training, quality control, supervision, logistics, communications, scheduling and data collection for decision making and practical support for program leadership. This program is predominately phone-based and the phone line is staffed Monday through Friday, 8:00-4:30. Some travel may be required for outreach, trainings, and meetings. Some required outreach events may occur in the evenings and weekends.

Duties and Responsibilities

  • Supervise staff and perform all other HR functions, in accordance with agency policy, including but not limited to participate in the recruitment and interviewing process; make recommendations regarding hiring, discipline, and termination. Conduct and administer discipline and employee performance reviews; provide employees with coaching and support.
  • Compile, write, and submit all required reports and requested summaries.
  • Compile program statistics for agency and program use; participate in program evaluation.
  • Help develop and maintain on-going quality control processes that measure TennCare Advocacy Specialists’ performance for productivity, quality and call handling techniques, accuracy in call resolution, and accuracy in data entry. Data must be reviewed at least monthly.
  • Help develop and maintain training materials for in-service education for existing TennCare Advocacy Specialists and for newly hired TennCare Advocacy Specialists that encompass all facets of advocacy and outreach, and service delivery to TennCare applicants and members. Training topics shall include but not be limited to customer service, conflict resolution, de-escalation, interpersonal and problem-solving skills, and cultural and linguistic awareness of the LEP population and individuals with disabilities.
  • Ensure TennCare Advocacy Specialists attend all training provided or facilitated by TennCare for Policy, TennCare Access (Partner Portal), Medicaid Management Information System (MMIS), etc. and ensure new TennCare Advocacy Specialists complete training within thirty (30) days of hire date.
  • Ensure all TennCare Advocacy Specialists receive on-going in-service training and education in some or all the topics mentioned above on a semi- annual basis at minimum.
  • Organize Family & Children’s Service hosted community outreach events in coordination with TennCare and as detailed within a Control Memorandum.
  • Help answer and make outbound calls in a manner consistent with established key performance indicators, TennCare Advocacy Contact Center policies and procedures, and standards required by the funder.
  • Determine callers’ needs, collect appropriate data, facilitate problem-solving.
  • Maintain documentation in a clear, precise, and timely manner.
  • Assist with monitoring and ensuring appropriate staffing schedules and levels, as needed.
  • Monitor service level in the TennCare Advocacy Contact Center by logging into the phone system to monitor Realtime.
  • Manage the Special Projects requested by TennCare as needed and assigned.
  • Review cases and assist with troubleshooting of problem or escalated cases.
  • Implement and monitor the service policies and procedures.
  • Identify system problems and potential solutions, keeping the Senior Director of Healthcare Access Services apprised of necessary changes and progress.
  • Coordinate activities with community partners and develop a familiarity with community resources.
  • Maintain program visibility and positive community relationships through outreach and networking.
  • Attend all required staff meetings, planning meetings and the annual staff training sessions.
  • Regular attendance during office hours and reliable transportation required.

Degree required and qualifications: This position requires a master’s degree in social work, healthcare-related or public service-related
field from an accredited college or university and to have 2-3 years of related experience and/or training. Equivalent combination of
education and relevant experience may be considered. Demonstrated ability to work independently and in a team environment,
and experience working with nonprofit organizations, community groups and/or government programs strongly preferred. Must
know how to use computers, perform data entry, and use Microsoft Office.

Position title: TennCare Advocacy Specialist
TennCare Advocacy Specialists will assist TennCare applicants and members, or persons or agencies on behalf of TennCare applicants and members pertaining to TennCare eligibility and TennCare covered services via telephone, mail, fax, or secure e-mail. TennCare Advocacy Specialists will provide information and assistance including, but not limited to, application and renewal processes, eligibility categories and requirements, program policies and procedures, covered services, and appeal rights and procedures. This position is predominately phone-based, and the phone line is staffed Monday through Friday, 8:00-4:30. Some travel may be required for outreach, trainings, and meetings. Some required outreach events may occur in the evenings and weekends.

Duties and Responsibilities

  • Answer and make outbound calls in a manner consistent with established key performance indicators, TennCare Advocacy Call Center policies and procedures required by the funder.
  • Assess, identify, and evaluate needs of callers or those who attend events to determine potential eligibility for TennCare and assist those who are eligible, refer others as appropriate.
  • Maintain documentation in a clear, precise, and timely manner.
  • Acquire and maintain proficiency in knowledge of the TennCare program, including appropriate application of policy and procedure, and in their familiarity of all ancillary agencies involved with the TennCare program. This. includes the TennCare mental health and substance abuse covered services and providers.
  • Provide TennCare applicants and members with assistance in creating and maintaining an online account using TennCare Connect during advocacy, outreach, or other forms of services provided.
  • Provide TennCare applicants and members with assistance in linking cases to TennCare Connect accounts, uploading documents, application follow-up, and other actions such as selecting the individual’s communication preferences whether by mail, text, email, or some combination thereof.
  • Provide ongoing support and assistance with completing a new application for any member who may lose TennCare eligibility during the year due to failure to provide TennCare with a Renewal Packet or other information.
  • Use TennCare Access Portal (TCAP) to assist members and applicants with initial enrollment, renewal, submitting verification documents, and other eligibility or coverage related needs.
  • Utilize resources shared by TennCare including, but not limited to, customer service contacts for eligibility and TennCare contracted Managed Care Contractors (MCCs), for member or applicant issue resolution. Staff must use a specified TennCare contact provided by TennCare for additional assistance.
  • Provide Renewal Outreach services to TennCare members, by phone, in person, or events, prior to the due date of their annual Renewal Packet, which includes but is not limited to helping TennCare members who receive a Renewal Packet complete the packet and submit requested verifications through any available modality and inform the member of the requirements for returning requested verifications, as well as reporting changes in addresses and household circumstances.
  • Handle sensitive and personal information with an understanding and respect for client and members’ confidentiality.
  • Provide help and input, creating various materials for the TennCare Advocacy & Outreach program.
  • Attend training that encompasses all facets of advocacy and outreach service delivery to TennCare applicants and members. Must know how to provide phone based service, use computers, perform data entry, and use Microsoft Office.

Position title: Family Focused Solutions (FFS) Counselor

The Family Focused Solutions Counselor will provide assessment and screening to Families First Participants who are referred to FFS. The five major barriers that FFS Counselors address are mental health, learning disabilities, child behavioral/ health issues, domestic violence and alcohol and drug issues. The FFS Counselor will recommend a plan of action to the participant based on the assessment. If barriers are present, the FFS Counselor will provide intensive case management, short term counseling, self-advocacy training, family counseling, financial management training, life skills training, parenting skills training, educational and supportive services for unwed teen and young adult parents, in-home services, advocacy and referrals to other resources as needed.

Duties and Responsibilities

  • Conduct assessments for learning disabilities, alcohol and drug, mental health, children’s behavioral/health, and domestic violence barriers
  • Provide short-term, solution focused counseling for the five barriers
  • Arrange for psycho educational testing for learning disabilities when warranted
  • Serve as an advocate with the Employment and Case Management Contractors and employers if a participant needs special accommodations.
  • Refer participants, when appropriate, to TennCare Behavior Management Organizations, licensed drug and alcohol treatment centers, domestic violence shelters, and other community treatment centers which can benefit Families First participants
  • Be knowledgeable about Supplemental Security Income (SSI) and Social Security Disability Income (SSDI) and other federal benefit programs for which the participant may qualify
  • Assist the participant in applying for federal SSI and SSDI benefits and advocate on their behalf
  • Support the idea of self-sufficiency and work
  • Employ a strengths-based and participant goal-oriented approach in their work to facilitate participant self-empowerment
  • Make recommendations for modifications to a participant’s personal responsibility plan (PRP) in accordance with DHS policy and procedures based on the assessment
  • Provide ongoing educational/supportive groups as needed
  • Coordinate and conduct presentations for orientations as needed
  • Develop relationships with community agencies and assume a strong advocacy role for needed services of Families First participants
  • Conduct home visits when needed
  • Regular attendance during office hours and reliable transportation required.

Degree required and qualifications: This position requires a Masters degree in Social Work or a related field, and a
minimum of 2-3 years of qualifying family counseling experience and working with families from all socio-economic and
cultural backgrounds.

Position title: Community Schools Coordinator 
The Community Schools Coordinator will work in conjunction with the school, staff, community partners, and the Office of Community Achieves (CA).  The Community Schools Coordinator will oversee the operation of programs and services for students, families and the community to address barriers to learning and promote the attainment of basic needs and social and emotional wellness.

Duties and Responsibilities

  • Coordinating, connecting, and managing programs and resources for families and targeted students
  • Providing or coordinating family training, e.g., training parents as advocates, to support learning at home, navigating the school system
  • Working with the school & CA office to ensure programs and services are integrated and aligned with the mission and goals of the school
  • Serving as the liaison between key community stakeholders, the school administration, and the CA Office
  • Facilitating the needs assessment process based on data collected by the district, the school, and the Community Schools Coordinator as part of a strategic plan for family & community engagement in alignment with the School Improvement Plan
  • Facilitating the development and implementation of the Strategic Plan to incorporate results from the needs assessment, identify gaps in assets and needs, and communicate requests for community engagement to support the school needs
  • Participating in an annual community school standards-based school review
  • Collaborating closely with the CA office and communicate programming to school stakeholders in alignment with community school standards
  • Managing data entry using the CA Community Schools Organizer, entering data about the services provided and partnerships in the school on a monthly basis
  • Complying with the Standards of Operation of Community Schools in Tennessee
  • Regular attendance during school operating hours and reliable transportation is required.

Degree required and qualifications: This position requires a Bachelor’s Degree in Social Work or related field. 2 years experience in education, parent/community engagement, and/or social work preferred.
